'Safety Valve' agreement programme

In March 2023 we were invited to take part in the national “Safety Valve” programme, which is an agreement with the Department for Education (DfE) to help reshape our special educational needs and disabilities (SEND) system.

We want to make sure we achieve excellent quality education for our children and young people with SEND.

We are on track to meet all key conditions of the agreement with a balanced budget.

What this means for SEND

Some of the changes that we have introduced to make this happen are:

  • investing in the mainstream inclusion partnership (MIP) where resources are provided to mainstream schools to support children and young people with SEND as soon as their needs are identified
  • introducing a new in-house tuition service called LEAD (learn, enrich and develop)
  • producing a refreshed and co-produced ordinarily available provision guidance document will:
    • improve consistency of support across our settings and schools
    • set out clear expectations for the types of support that should be ordinarily available in all our mainstream environments
