Apply for an HMO licence
Before you apply
You should be aware of:
In your application we will ask you for some or all of these details:
- applicant
- licence holder
- mortgage company
- freeholder or leaseholder
- other interested parties
- contact details for all parties
- any accreditation schemes and membership number
- management company (if applicable)
- declaration of any criminal or civil offences
- limited company information, including registration number
You'll need to prepare files of documents to support your application. We will ask you to upload:
- tenancy agreements
- management contracts
- a sketch plan for the property (view an example sketch plan or find out how we can assist you with providing plans)
- a current valid domestic installation periodic report from a competent electrician
- a gas safety record certificate provided by a Gas Safe registered engineer
- BS5839 test reports relating to the fire detection system
- BS5266 test reports relating to the emergency lighting system
- certification of fire protection measures
- building regulation completion certificate(s)
- accredited landlord certificate (if applicable)
If any documents are not available when completing the application form, you must provide them if we request them later.
Making your application
You'll need a credit or debit card for payment.
It will take up to one hour to complete the application.
We recommended that you create a password before you complete the form to ensure you save any changes as you go along.
After you apply
Tacit authorisation will not apply. We must process your application before we can grant it.
We will send you an acknowledgement letter. In due course, an officer will review your application with a view to either granting or refusing the application.
The officer will either make this decision based on the information provided or arrange for an inspection of the property before making the decision.
The officer will determine if any improvement works are necessary, which might include the provision of additional amenities such as bathrooms or kitchens, and how many people should occupy the HMO.
In the meantime, if you have not provided us with any documents that are relevant to your application, please do so straightaway. It will delay your application if you fail to provide the correct documentation and information. It could also lead to your application being refused.
We will grant a licence if:
- the house is or can be made suitable for multiple occupation
- the licence holder is a fit and proper person and the most appropriate person to hold the licence
- any proposed manager is a fit and proper person
- the management arrangements are satisfactory
