Under Schedule 3A of the Environmental Protection Act 1990, you need a permit to distribute free printed materials within the London Borough of Hounslow. Leaflets, flyers, pamphlets, newspapers and other printed matter (‘free literature’) are examples of these.
If you are distributing free material on behalf of a charity (within the meaning of the Charities Act 1993), or for political, religious or belief purposes, you will need to complete the exempt distribution of literature form:
Persons with a permit within the borough will be required to display an approved ID badge.

Application forms must be submitted with a minimum of ten working days before the permit is required.
Please ensure you enclose the full fee with your application form.
Please enclosed full face passport size photo/s of the distributor/s with their name clearly written on the back.
Costs
Exempt distribution of literature is free.
Consent to distribute free literature:
- Daily rate for distributing free literature at any location in the borough - Monday to Sunday: £30 per person, per day
- Annual consent for distributing free literature (up to four people at any one time) at any location in the borough - Application fee: £265.20 for each year
- ID cards (which must be worn by all distributors besides exempt applications) - £30 each
